I believe the essence of Mrs. Norris' character is summed up in the part you quoted. And within that quote we see the reason she insisted that one of the Price children be taken in: "..nobody knew better how to dictate liberality to others.." This is her oblique way of bossing the Bertrams around and getting a bit of revenge or oneupmanship on Mrs. Price. She plants the idea, takes credit for it, and in her mind, comes out smelling like a rose!
