This talk makes me think that perhaps Miss Frances is the youngest. I can see the youngest having many of these personality traits - loving someone she shouldn't, willfully hiding the attachment until it is 'too late,' snapping at both sisters when Mrs. Norris is the one who offended, and Lady Bertram might still be a friend.

Or maybe that is just the YOUTH, not the placement in the family hierarchy. But, for now and to me, it seems to fit that Lady Bertram was the middle sister.
