That is an interesting idea about ladies with pin money buying pretttily decorated Thread-papers.
I haven't been able to find a specific refence to Thread-paper though my impression is Thread-Papers were among the needlework tools familiar to a Regency era lady such as Jane Austen who was accomplished with her needle.
As we know, Mrs Smith in Persuasion earned a little moneyby making 'these little thread-cases, pin-cushions and card racks, which you always find me so busy about'.
