Are you new?

I was trying to figure out what JA meant by Theo's "heartless civility". To me, that sounds like quite a put-down, but now I feel that perhaps meanings have changed, and JA simply meant that he didn't really mean what he said, not that he was an amateur con artist trying to get on others' good side for nefarious purposes. What do you all think?
