Johnson's Dictionary defines Genteel as "polite, elegant, graceful, civil."

I suppose that, using this definition, you could be well-behaved without being genteel. But it is kind of a stretch.

I assume that Miss Hook was not quite genteel, but somewhere in the neighborhood. Jane Austen and her sister might have had their own spin on the use of the word as many people do when in close correspondence.
