Deirdre Le Faye's note about this comment on first cousins points out that the Austens had three more first cousins (their Walter cousins); she suggests that perhaps JA discounted them in her reference here because they were only the offspring of Mr. Austen's half brother. (Reminds me of Fanny in S&S!)
