Are you new?

Wafers were, and are, small thin discs made of flour mixed with gum or gelatine which when moistened were used to seal letters, instead of using sealing wax.

Some pen knives used in our era had wafer seals attatched to them by which a criss-cross pattern was impressed on the wafer.

So George was proably sitting by Cassandra as she wrote,and she was allowinfg him to "help" her by choosing the coloured wafer she used to seal her letter...which makes a rather charming picture,doesn't it?
