That would be how much the land would cost for Edward to purchase it, and as he didn't have it readily available - unless Cassandra has it to loan! - "he must entirely give up the idea" of getting the land.

As to the other, I'm sorry, I can't tell you - I rather thought that he had been called "Knight" from the time of his adoption. Perhaps he was and only made the change legal later on?
