When I was studying the Australian convict system for history I read quite a few letters that were original source material and they did the same thing. There seemed to be a general tendency to capitalise when the word was particularly important but I couldn't make out any definite rule.

The convict time period went from the 1780s to roughly the 1860s so it covered the same time period. Sorry, a quick search can't find any links to convict's letters with original punctuation on the web, but I recommend Robert Hughe's _The Fatal Shore_ as a fascinating history book.
