She creates a sentence of two halves,and the first half must be balanced in a similar way for the style she has adopted to succeed, even if it does sound a little harsh.
I ma quite sure she is being a little careless of sailor Frank's future, not wholly evil about it;-)
I think it may well refer to the two brothers,but it is highly unlikely to be totally serious.
Remember too, that JA knew that some of these letters may have been read out to the family: that is why some of them "sound " better when read aloud.She was writing for an audience ,yet again.It's another example of a theatrical flourish, meant to tease a smile or a giggle out of her intended and expected audience.
I don't think we have to take some of the contents too literally;-):I don't think that was the point.
Of course, making the distinction as to what should be taken as wholly serious can sometime be a little difficult to discern. That's why I see these letters as little puzzles; we will never understand them fully...but it's fun to speculate and make the attempt.
