Are you new?

I believe JA is referring to her dancing with Tom Lefroy three times (the three lessons). Dancing twice in a row may not have been enough to stir up gossip and questioning glances about their attachment (though they might have been thinking it) but dancing three times in a row surely would have caused a few whispers here and there. Plus they would sit down together afterwards which only adds to the scandal :)

"[T]hey do not know how to be particular" is probably her way of saying "they don't know how to create a sensation."
