In my version, there is a note about Dominos:

a domino, worn by either men or women, was a 'Loose cloak, of Venetian origin, chiefly worn at masquerades by people not impersonating a character' (An Elegent Art, p. 226). See Frances Burney's Cecilia "Dominos of no character, and fancy-dresses of no meaning, made, as is usual at such meetings, the general herd of the company' (p. 106).

Like you, I first thought they were dressed like the game pieces (visions of the Card Guards in Alice in Wonderland) until I read the note.
