That's very helpful.

I've never fully understood how Hamlet could have given Fortinbras his dying voice in what appeared from the outside to be a fairly democratic process.

But since it was apparently more representative, and having more power meant having a greater voice, it makes perfect sense.

I agree that Shakespeare was probably just taking the custom and dropping it into an English Renaissance sort of court to make it work for his purposes.
