That's quite true at the beginning, but by this time Claudius has definitely given himself away to Hamlet. As he tells Horatio, "I'll take the ghost's word for a thousand pound!"
From the "inner play" forward, Hamlet doesn't show that he has any doubts about who killed his father. Before that, he mentions doubts a few times.
