I think this part is the key leading to a belief in suicide:

Which time she chanted snatches of old tunes;
As one incapable of her own distress,
Or like a creature native and indued
Unto that element:

Perhaps she is too mad to attempt to save herself; others may have seen this as a resolution to die; she happily and merrily allows herself to die.
