GR: A Celebration every 20 years

The Preston Guild Festival was held every 20 years, and it was accompanied by various festivities including masquerades. It is discussed on p. 244 of the hardcover edition and illustrated on p.242. Does anyone know why the festival met every 20 years? What was the Preston Guild celebrating or displaying?
