I don't think that they were considered underwear because they were thin and see-through (although wetting them down certainly would help in that direction). I believe it might be because they were worn next to the skin and so functioned as an undershirt, being layered over with waistcoat, jacket, etc.

This would indeed explain why Darcy was embarrassed to be caught fresh out of the pond and would also explain why he and Elizabeth looked so uncomfortable in the Billiard Room in P&P2.
