Are you new?

On p.154 it says that Elizabeth Shackleton was locally famous for her rabies medicine. I thought that Great Britain had always been free of rabies (due to being an island), and that that's why pets being brought in from abroad had to go into quarantine for such a long time! (I don't know if that's still the case?)
