] Presumably there was a high turnover in female staff as house maids,cooks and nurses left service to get married or have children.

... this was the main reason. I also noticed that men-servants were paid twice as much as women. I wonder if men were paid enough to live on / do something with, while women weren't? (Just a theory!)
