They were out of their element and didn't know how to act, and the gipsies took advantage of that fact.

As Graciela noted, to a strong minded, decisive person they would have been manageable (Frank had no trouble getting rid of them). But I think Harriet had some reason to be scared--not that they would have physically harmed her, but they might have taken her money and left her in a dead faint.
