I interpret this as direct approval from the Omniscient Narrator that Emma's attitude towards the recipients of her charity is the correct one for a would-be benefactress to take. It rubs me a bit the wrong way too, but I don't think the ON wants her readers to criticize Emma as an individual here. (What we think of general attitudes of the time is a different matter!) I distinctly hear JA's own voice coming through in this passage.
