I don't know (although Julie may) what the garters looked like. But I understand that they might have either been circular (like we would generally learn the term) or tied on like hunting garters. The picture is of a pattern that Jane Fairfax might have followed. It comes from the International Old Lacers (http://www.internationaloldlacers.org).
Th link shows traditional hunting garters and how are tied on. I'm quite sure that Miss Bates would not have used hunting garters, but hers may have been shorter and tied on, although probably not as elaborately.
