She was torn and tending toward accepting the proposal. Emma had to do some fast talking to get Harriet to refuse Martin. She even had to imply the end of their friendship.

and here...

" I am very much obliged to you'....' if I had set my heart on Mr. Elton marrying Harriet, it would have been very kind to open my eyes; but at present I only want to keep Harriet to myself. I have done with matchmaking indeed." This is clearly not her intention. She wants to make another match as successful as the one she thinks she has achieved for the Westons... Emma is blatantly lying here...
