In Chapter 4, Emma's musings regarding matching Harriet with Mr Elton include this passage:

Mr. Elton's situation was most suitable, quite the gentleman himself, and without low connections; at the same time not of any family that could fairly object to the doubtful birth of Harriet.

So, either Mr Elton has no parents at all OR Emma thinks his family is not of high enough rank to object to Harriet's having no known parents. Certainly no parents are mentioned in this passage, however.
