Are you new?

..but apparently it was not unusual for babies, even from respectable families, to be 'put out to nurse' -- as JA was herself (see the link below).

My guess would be that Harriet was probably placed with some decent but poor family to be nursed, and perhaps remained with them until she was old enough to be sent to school.
