Mrs. Cole once whispered to me -- but I immediately said, 'No, Mr. Elton is a most worthy young man -- but'

The 'but' makes me think that Miss Bates meant to say inspite of Mr Elton being a worthy young man he wasn't of the same level as...who else but Miss Woodhouse.

If she meant Harriet then she would have said something like Mr Elton being too worthy, ..but.IMO
