Are you new?

Emma thinks that Harriet's father might be a gentleman who has conveniently tucked his illegitimate daughter away in a school in a quiet country town away from the city. I think the readers of JA's time would draw the inference that maybe Harriet was the child of a royal mistress, or at least that Emma suspects she is.
