I doubt that Mrs and Miss Bates would move away from Highbury to be near Enscombe, Highury was their home, they were well-known and liked there. Frank Churchill's father also lived near there, I think Frank and Jane would pay regular visits to Highbury, and Frank could help in getting larger and more comfortable lodgings for Mrs and Miss Bates there, perhaps by extending their present lodgings.
Mrs Elton would have to give precedence to Mrs Knightley, but I'm sure things would not be so unpleasant for her as to make her want to leave Highbury. Emma had acknowledged to herself that she had done wrong "even to Mr Elton" by trying to match him with Harriet. The Knightleys will always be civil to the Eltons. And if Mrs Elton needs some girl to patronise as a project, I don't see why she would not take up one of Mrs Goddard's students, in fact I think it very likely that she would. Mrs Elton enjoys a fairly prominent place with the second and third set at Highbury. She will have to give way to Mrs Knightley, but in any parish, the vicar's wife has to give way to the squire's wife, while being genreally regarded as its second lady.
