I'm not sure that the 'gentlemen on horseback' quote is saying anything bad about Mr Elton not being a gentleman - in JA's eyes, as a clergyman he automatically IS a gentleman, no matter what his character. Rather, he is in fact the only man whose wife is also in the party to Box Hill (Mrs Weston stays with Mr Woodhouse); and it would probably be rude to her for him to travel on horseback - certainly she would not like it.
