I think Emma's idea was that it was a one sided thing.

Frank Churchill thinks Emma knows he loves Jane. Whether he thinks that Emma knows Jane loves him isn't clear, but IMO probably not.

So I think he's enjoying playing the loser by bringing in Mr Dixon, and at the same time doing it under Jane's knowledge, though not always approved.

I don't think Jane is hurt by all this, annoyed may be.
It's the unsurity that Frank Churchill brings into this relationship, coupled with his behaviour that hurts her IMO.

If she could be sure of him she wouldn't mind anything.
