I've always understood that Emma's confidence in Frank's indifference to Jane was because of his repeated slights of her person, and mean-spirited teasing about Mr. Dixon. I've never seen it as her assurance that Frank was already in love with Harriet. She was no doubt hoping love would flourish there, but far from thinking it a settled thing, IMO.
This is actually one instance where I don't fault Emma for imagining what she wants to see. After all, how often did Frank go out of his way to say how unattractive Jane was? He criticized her complexion, her hair styles, and even indirectly, her eyes and temperament. Had I been Jane, I would certainly not have been as forgiving of his behavior. It was quite unnecessary to go so far in establishing his "blind."
