Also, as far as Harriet is concerned, the Elton's use her as a way to get back at Emma since they can't literally say or do anything to Emma herself. When Mr. Elton refuses to dance with Harriet, he and Mrs. Elton are rather smug at getting revenge on Emma as well. Mr. Knightley, in my opinion, when he asks Harriet to dance, does it for Emma's sake as much as Harriet's.
