We know that Harriet had fallen in love after the Ball. Added to that is Mr Knightley's behaviour.

CH: 47
"Harriet had begun to be sensible of his talking to her much more than he had been used to do, and of his having indeed quite a different manner towards her; a manner of kindness and sweetness! Latterly she had been more and more aware of it. When they had been all walking together, he had so often come and walked by her, and talked so very delightfully! He seemed to want to be acquainted with her.

I'm doubtful if Emma's saying or not saying anything would make any difference to Harriet's feelings.
Obviously Mr Knighley's extra attentions, if love it is, would mean marriage without Emma's advice.

Mr Knightley seems to be feeling as immune to Harriet's falling for him due to his - higher level? as Emma did with regards to her attentions towards Mr Elton.

This is the second time Mr Knightley has made a girl aware of him in this manner. I wonder if Jane hadn't been engaged to Frank Churchill, would she have fallen in love with him thinking that he is too?

Mr Knightley had better learn a thing or two about women ;-)
