Perhaps Mr. Knightley is only mentioning things when he wants them to change. Or, since he resides in a different parish, he might know about HIS poor, and have less information about Highbury's poor. Or Author Austen leaves out the conversation's which are merely more praise of the style Emma has already recieved from HER, since it does not move the plot forward.

Emma's help to the poor is told with unmitigated approval, for once. Surely, Mr. Knightley, as upright as he is, and as involved with Emma's activities, knows of Emma's charitable works.
