Remember that Mr. Elton is uncommonly handsome, and obviously socially gifted, and therefore has probably been a pet and a favorite since boyhood in the circles where he has moved. Why should he think Emma wouldn't fall for him -- especially when as sensible and impartial an observer as Mr. John Knightley (as has been noted) pointed out to Emma that some of her behavior could indeed be taken as encouraging him?
