... because if her meaning about the Cox girls, when she says they looked "Just as they always do -- very vulgar", then she's basically saying that they looked "lower class", which is very hard to believe (i.e. I doubt they were wearing wooden shoes and headkerchiefs...).

So instead of just Emma expressing a subjective opinion (which would be the case if she were using "vulgar" in our current sense of the word), she's stretching the truth to the verge of falsehood, here.
