Harriet has just learned that Robert Martin is desirable among her peers.

Perhaps Emma's vulgar comment was based upon the desirability of the "clownish" Robert Martin as an eligible suitor for the "vulgar" Martin girls.

Apparently, Emma wants to obscure the desirability of common people who exhibit industry, education, and affection.
