In ch. 22, Harriet is visited by Miss Martin while Harriet is out. A note is left, and ch. 23's visit returns the one wherein the two young ladies did not meet one another. Harriet did not plan the visit in conjunction with her friend, Elizabeth Martin; whether she planned it without Emma, you may wonder, but Emma's influence being what it is, I think it was WITH Emma. Author Austen says:

and on the very morning of [Mr. Elton] setting off for Bath again, Emma, to dissipate some of the distress it occasioned, judged it best for [Harriet] to return Elizabeth Martin's visit.

It seems to be Emma's decisiveness here.
