Emma's schemes for Harriet and Mr. Elton except for the three of them, and Mr. Knightley (who guessed it). Miss Bates was referring to Mr. Elton's hopes on Miss Woodhouse, which, considering the frequency of his visits to Hartfield and his own vanity, is not surprising. Besides, when he took Emma's portrait to be framed in London (which was a pretty bold request to make, actually) he hinted around that he was on a very enviable commission, and being the bearer of something exceedingly precious Ch. 8

It wasn't very nice of Miss Bates to allude to that in front of Emma and everyone else, and she knows it too. - Miss Woodhouse lets me chatter on, so good-humouredly. She knows I would not offend for the world. Ch. 21, which she just did, of course, not out of any malice, but out of a sort of triumph in knowing things. The jump to Harriet I take merely to have been a natural connect from Miss Woodhouse to her protege, and nothing to do with Mr. Elton.
