I doubt he inquired into Harriet's situation. Harriet's provider seems very conscientious. He has been doing this for about 17 years now.
Emma is at a great disadvantage here, which makes the other characters stand out as victims in comparison, because we are in her head most of the time (till now) while reading the book. She thinks Harriet is docile, not clever needs guidance, is sweet etc.
She may not be a Lucy Steele, but to be shown a chance of belonging to the upper class can’t be easily dismissed. 'Till this point' I blame Emma and excuse Harriet. It would have been wonderful if we were told by the ON or have gone into Harriet’s head to see what exactly are her thoughts regarding this matter…..and how much she’s willing to sacrifice for it
