Are you new?

Is that Emma, while enjoying a daily (or hourly, as Mr. Knightley may put it) dose of flattery from Harriet, turns around and undervalues her praise when it comes to others. Oh yes, Harriet is quite discerning and has good natural taste when it comes to Emma and Hartfield, but then bring the Martins into the mix, and poor Harriet is senseless and simple-minded!

I think Harriet, like Emma, has her "two sides" that seem to be warring. A part of her loves the Martins (and Mr. Martin), but the other part of her values Emma's "friendship", or perhaps as an advisor. She seems to be overawed by Emma. I think she will only grow if she chooses to overcome that awe, or act in spite of it.
