He has the cash to keep it quiet, but presumably he is not in a position or of an inclination to adopt Harriet openly - he's married, has a wife or doesn't want to affect his respectability. He doesn't need the local parish to interfere.

Which begs the question, who is he? And who is Harriet's mother?
