I think there may be different classes or different degrees of rank even among governesses e.g. a highly accomplished, well-paid governess in a nobleman's family would be of much higher rank than a lowly paid governeess in some obscure family. An accomplished teacher in a fashionable school would also be of much higher rank than a village school teacher who provided only basic education.

I think you're right -- a young woman would probably have a better chance at finding a good position after freshly completing her own education, and with experience, she could get better positions and/or better pay later. But an older woman with no previous work experience might have a poor chance of getting a good, well-paid position.
