To some extent his character helps to anchor Emma's position in the story, both physically and emotionally. Had he been a robust, strong father figure--Emma would have been more well-traveled and definitely not so used to "having her way".

Plus, he does provide comic relief...just as Mrs. Bennett does so often in P&P. Some of the funniest moments occur when he is discussing his nightly gruel and Mr. Perry.
