I'm afraid Emma seems to be pointing at a certain behaviour that I think did exist, having read some such things in other books.

One such example;
In Vicar of Wakefield, the vicar, Mr Primrose, comments after seeing his daughters dressed unsuitably for church;

'...the very children in the parish will hoot after us'

I think any one that seemed ridiculous was a target of the children playing around in the streets, and must have been of common occurence.
