Emma is the leading lady of Highbury, Harriet is just a parlour boarder and she doesn't strike me as the sort who does a lot of thinking for herself. She trusts what others tell her. She is taking lessons from Miss Woodhouse on the status and worth of men, and surely Miss Woodhouse must know?

In Harriet's eyes, when this grand personage beats down Mr Martin and speaks approvingly of Mr Elton, there must be a good deal of truth in it - and who is she, Harriet, to question her dear Miss Woodhouse?

That's how I see it, anyway.
