Are you new?

Was Miss Taylor a paid companion after having been a governess? Does she have any small money of her own, from having worked for a generous household and having all her room and board covered?

What does "It is the fault of her face that she has them (those eyebrows and eyelashes) not" mean? is this merely a convoluted way of saying "she does not have them" a second time?
