Yes, that is how I understood it, too. Yet, if Emma wanted to help Harriet Smith by finding her parentage, she was stymied awfully quickly! She asked Harriet some questions, got no answer, and went on to the next scheme. Emma does not even ask Mrs. Goddard, or any of the townsfolk who might have been around when Harriet first came to Highbury. She would have made a lousy detective, yet she thinks, based on this lack of activity on her part, that she could find answers that Harriet is too -- what? Unintelligent? Relenting? To find herself.
