There are little jokes throughout that Emma led Miss Taylor, rather than the other way around, and wasn't truly governed by her. I see Emma as independent and headstrong. I always thought she chose Harriet because she saw her as someone who could benefit from her influence -- but she always expected to lead, to be that influence, to whomever she chose as her friend. I'm not sure equality in friendship is something she's ever experienced or even desired (outside of Mr Knightley, arguably).
