Very good point Ramya. Old habits die hard, and perhaps Mr. Knightly still views Mrs. Weston in that role of governess and advisor. He continues to perpetuate the idea that Emma is still very young and requires "molding".

However, Mrs. Weston's response would indicate that she believes differently with respect to Emma's maturity.
